Public councils

Public councils - the organization of public representatives at medical institutions, created on the initiative of the population.
The activity of public councils is regulated by the "Statute", approved trade unions and the Ministry of health of the USSR. Public councils are completed with representatives from the party, Soviet, trade unions, Komsomol, economic, public organizations of area served by the medical establishment, and workers of medical institutions, in which they are organised. They are headed by a representative of the public from the composition of the public Council (not the head of the medical institution, as the former tips assistance). The composition of the public Council shall be approved by the local Executive Committee of the Council of people's deputies and the Council of trade unions. Public councils are working in close contact with representatives of those institutions in which they are created, and with the standing committees of the health of local Councils of people's deputies.
Members of the public Council is entitled in the performance of their duties to attend all structural parts of the health facilities and within its competence, get acquainted with their work. The heads of medical institutions are obliged to give all necessary materials and information about the facility and to assist in the preparation discussed at the public Council issues. Public councils are considering current and future work plans of the institution and give suggestions on them, participate in the development and implementation of measures for creating conditions for successful treatment and preventive work of the institution, the mobilization of domestic resources for improving the quality of work.
Public councils monitor the implementation of the medical institutions of the instructions of superior health authorities on organization of medical aid to the population, improvement of quality and culture of service of the population; participate in
the control of the sanitary industrial and domestic institutions, trade companies, public catering organizations, located in the area of the medical institution.
Public councils have no administrative and operational functions: all the planned activities they carry out through the administration of medical institutions. An important task of the public councils is to assist public house committees, health officials in the sanitary propaganda among the population, increase of medical culture (see health education).

Public councils at medical institutions organized on the basis of the resolution of the CPSU Central Committee and USSR Council of Ministers dated January 14, 1960 "on measures for further improvement of medical care and health protection of the population of the USSR". They are assembled from workers of medical institutions, which are organized, as well as of the representatives of the party, Soviet, trade unions, Komsomol, commercial and public organizations in the area served by this institution. S.
