Sanitary and epidemiological station (SES)

Sanitary and epidemiological station (SES) - basic complex specialized Agency in the system of sanitary-epidemiological service of the USSR, which is responsible for state sanitary supervision of the activities on improvement of the external environment, control over sanitary condition of objects located on the territory of maintenance SES, prevention and elimination of infectious, parasitic and occupational diseases. The main content of the activities of SES is: carrying out preventive and planned current health surveillance (see); analysis of sanitary and epidemiological conditions in the public service and all embedded objects; complex of measures aimed at the prevention and elimination of infectious, parasitic and occupational diseases; control over the implementation of sanitary-hygienic and sanitary-epidemiological rules enterprises, institutions, organizations and individual citizens. There are types of SES of the Ministry of health of the USSR: national, regional, provincial, district, city, district in cities divided into districts and district rural areas; water transport has basin, port and linear SES. Train - Central, road and line under the jurisdiction of the Ministry of Railways. In the Ministry of civil aviation are provided by the Central SES and SES offices and air groups, as well as sanitary-epidemiological Department of health of the parts of air groups United aviatrade and airports.
Each type SES system of the USSR Ministry of health is divided into the following categories depending on the population served. 1. The district SES rural areas: category I - when the population in the service area of over 60 thousand up to 100 thousand; II category - more than 30 thousand up to 60 thousand population; III category - up to 30 thousand people. 2. Urban PSS: I category - with a population of over 300 thousand; II category - more than 200 thousand and 300 thousand population; III category - more than 100 thousand to 200 thousand population. 3. City SES cities divided into districts with district SES: I category - more than 600 thousand and 800 thousand; II category - more than 400 thousand and up to 600 thousand; III category - up to 400 thousand people. 4. Republican (of Union and Autonomous republics), regional, provincial PSS: I category - with a population of over 2 million; II category - over 1 million up to 2 million; III category - more than 500 thousand and 1 million, and IV category - up to 500 thousand people. For these categories SES by order of the Minister of health of the USSR № 300 of 29/IV 1969 provides staffing ratios medical and technical staff (States Republican SE-With the Union republics with the regional division are determined by the Ministry of health of the USSR in each case).
As part of epidemiological stations are hygienic, epidemiological and disinfection departments. In the hygiene Department includes four operational offices: communal hygiene, occupational health, food hygiene, hygiene of children and adolescents and the laboratory with three branches. As part of the epidemiological Department has two branches (epidemiology, Parasitology and bacteriological laboratory. Disinfection Department includes the office of evacuation and focal disinfection, separation chamber disinfection and sanitation, as well as self-supporting Department of preventive disinfection, disinsection, deratization.
In the Republican and regional SES created a special Department of the laboratory of physico-chemical methods of research, Toxicological, by definition of residual quantities of pesticides in food and the environment and virus), as well as organizational Department.
In some SES provided by the Department of especially dangerous infections, radiological groups, offices , health education and rabies vaccination, collection points and placental abortion blood.
Working in sanitary doctors and their assistants carry out state sanitary supervision of industrial, food enterprises, schools, kindergartens, cultural and educational institutions and enterprises of household services to the population (bathhouses, laundries, hairdressers and other objects (water supply, sewage facilities, and so on).
Great attention is paid to issues of urban planning, construction and improvement of settlements, hygiene, residential and public buildings, drinking water supply to the population and the prevention of pollution of atmospheric air, water, soil, industrial emissions and waste. In the field of occupational health SES studies conditions at work, the incidence of work, monitors the implementation of activities on improvement of sanitary condition of the company (ventilation, lighting, household premises and other) and elimination of harmful production factors (dust, noise, vibration and other). An important place in the work of the SES is the control over the observance of sanitary legislation on the protection of working adolescents and women. SES holds control over the hygienic conditions of training and nutrition of children in school, as well as organization of their summer holidays; monitors the sanitary conditions of food facilities (canteens, food shops and others). Together with medical institutions SES conducts comprehensive prevention and control measures, leads the organization of immunization provides the supply of health care institutions bacterial and viral preparations, organizes the registration of infectious diseases. SES is involved in promoting medical and hygienic knowledge among the population, training of public sanitary inspectors and directs their work.
At SES are created: public Council of the representatives of industrial enterprises, trade unions and other organisations that assist in its work, as well as sanitary-epidemiological and laboratory councils, which are Advisory bodies. The work of the SES is carried out in close contact with the party, Soviet authorities, trade unions and other organizations, as well as medical institutions. As an independent institution in the system of sanitary-epidemiological service, SES on all administrative matters subject to the relevant health authorities. On state sanitary supervision SES is subject to the superior authority or institution of the sanitary epidemiological service.
