The structure of the health authorities

The highest governing administrative and methodological body, guiding the activity of all medical and sanitary-epidemiological institutions in the country, is the Ministry of health of the USSR. It submits to the Council of Ministers of the USSR (table. 20).

The Ministry of health shall issue orders, instructions and methodical letter, the execution of which is obligatory for all medical and sanitary-epidemiological institutions of the Ministry of health of the USSR.
In its work the Ministry of health of the USSR is based on the Ministry of health of the Union republics and carries out the General management of its activity. The Republican Ministry of health submit to the Councils of Ministers of the respective Soviet republics.
The Ministry of health of the Union republics run by medical and sanitary-antiepidemic the help to the population of Republic, and also organizes training and retraining of doctors and nurses.
In the former Soviet republics are Autonomous Republic, which also have their ministries of health, subordinate to the Council of Ministers of the Autonomous republics and the Ministry of health of the Union Republic.
In territories, regions, cities and urban areas) are a health departments of Executive committees of Soviets of people's deputies of territories, regions, cities or urban area, respectively, which these departments are subordinated. The regional (oblast) departments of health also subordinated to the Ministry of the Union Republic, and city and district (city) - the higher the health Department.
In rural areas there is no health departments. All of the guidance on the organization of medical and sanitary-antiepidemic assistance to the population of the area is assigned to chief physician of the district (he is the chief doctor of the Central district hospital). In its activity it is subordinate to the local Executive Committee of Council of people's deputies (or urban Executive Committee of the Council of people's deputies, in case the district center - the city)and regional (provincial) Department of health. In the Union and Autonomous republics, without regional division, head physicians of areas directly subordinated to the Ministry of health of the Union or Autonomous Republic.
In its work, the chief doctor of the district is based on the entire staff of the Central district hospital, organizational and methodological Department, and district sanitary epidemiological station.

In addition to the system of the Ministry of health of the USSR, in our country there are medical institutions, subordinate to other ministries and departments, such as the Ministry of Railways, Ministry of defense, the Ministry of public order and some other ministries and agencies.

In some ministries and departments have sanitary service, carrying out preventive and current sanitary inspection at the enterprises, institutions and organizations of the ministries and departments This departmental sanitary service is running under the control and interact with Central and local health authorities.
The existence of institutional health services in our country does not violate the unity and the planned nature of the Soviet health care. As already mentioned, all health institutions in the country built on the same principle.
All health authorities of the territory, region, city and district on sites organized inpatient and outpatient specialized treatment-and-prophylactic help to the population, carry out activities on prevention of infectious diseases and control, carry out strict sanitary control of the fulfillment of the established sanitary norms and rules, organize and studying the effectiveness of mass prophylactic examinations and medical examination of the population, organize treatment and preventive maintenance of the women and children forces antenatal clinics, maternity. A considerable place in the work of health authorities is concerned with the organization of health care workers in industrial enterprises and leading groups of agricultural workers. Our country has covered a wide network of territorial medical institutions. At the same time, for industrial workers as the main productive forces of our society created at the place of work advanced medical institutions, was named the health units. At the enterprises there are also medical and paramedical health units.
A large and very important branch of the Soviet health care is a sanitary-epidemiological case.
As already mentioned, one of the important tasks of our state is the implementation of such a wide sanitary measures such as the protection of soil, water and air, improvement of settlements, catering on scientific-hygienic fundamentals, the adoption of effective measures to prevent the spread of infectious diseases, etc.
For all medical institutions and medical workers, whatever they profession have not been, involved in the implementation of sanitary-hygienic measures is an integral part of their work.
To solve special sanitary and epidemiological issues that requires high competence of the specialists in our country established sanitary-epidemiological station (SES)with qualified medical doctors, epidemiologists, Parasitologists, their assistants - sanitary and medical assistants, laboratory technicians and other specialists hygienic profile.
Sanitary epidemiological station of the Krai, oblast, town and district is a comprehensive institution, including its activities, all kinds of sanitary-anti-epidemic work.
State sanitary authorities of the USSR enjoy certain rights, and if their regulations aimed at eliminating those or other sanitary violations are not fulfilled, have the right to apply appropriate sanctions. To them first of all include the right to suspend the operation of enterprises to resolve sanitary violations, the right imposition of a fine, prohibition of sale or bookmark in a pot of food products that have become unusable, and so on
The entire network of sanitary-epidemiological service of the country carries out the state sanitary supervision. Headed by the chief State sanitary doctor of the USSR Deputy Minister of health of the USSR. It should be noted that the decisions of the chief doctor (district, city, district, region, Republic) on sanitary-epidemiological service of the population can only be forbidden superior sanitary authority.
All activities of the sanitary-epidemiological service of the country is regulated by a new Regulation on state sanitary supervision in the USSR, adopted in 1973
Achievements of the Soviet health and its further development was happening in conditions of strong recovery of the economy and culture of our country, unprecedented work enthusiasm of the Soviet people. Without the wise leadership of our party, without the Communist consciousness of the masses, our country could not achieve such success.
