Forensic medical examination in improving the quality of treatment-and-prophylactic help to the population

Forensic medical service in the USSR is an organic part of the Soviet health care.
In paragraph I of the Instruction on conducting of forensic medical examination in the USSR" (1978) recorded: "Forensic medical examination in the USSR serves the purposes and tasks of the Soviet socialist justice. At the same time its activities are aimed at promoting the health authorities in improving the quality of medical care and preventive activities".
During many years of joint work with the bodies of practical health care forensic medical service has developed forms and accumulated experience in the analysis and prevention of injuries, poisoning, sudden death, as well as assistance in medical-preventive institutions in the analysis and prevention of defects diagnostics and treatment.
The main directions of joint work of forensic medical institutions with the bodies of practical health care are:
1) conduct of clinical-anatomic (and clinic-anatomic) conferences in medical institutions, which are analyzed in detail difficult to diagnose and treat cases of injuries, poisoning and resulted in the death in hospitals. Special attention is drawn to the defects diagnostics, laboratory, x-ray and functional studies, treatment and registration of medical documentation. The purpose of such conferences is the elimination and prevention of defects in the future, the training of doctors and forensic experts;
2) the information of a management of the health authorities identified in the process of judicial-medical examination defects in diagnostics, treatment, maintenance of medical documentation, gross discrepancies clinical and anatomical diagnosis. Such information can be operational (immediately after the detection of defects leaders particular medical institution is informed about them). It is used by leading doctors at carrying out of medical-control commissions and medical conferences. The leadership of the oblast and city health departments is also a summary for the quarter or a year;
3) detection of acute infectious diseases and the notification of them. In the study of corpses sudden deaths may be revealed that death was followed by acute infectious diseases (including and especially dangerous), not diagnosed during life. In these cases, and if there is justified suspicion on them judge must accept instructions measures to prevent the spread of infection. On the preliminary results of their research (and then the final findings) the expert shall immediately inform the relevant health authorities;
4) epidemiological analysis of injuries, poisoning, sudden death, analysis of the reasons, conditions, peculiarities of different types of injuries is of great importance for the development of preventive measures. The same applies to the poisoning causes and conditions of occurrence of sudden death. Materials analysis sudden death from cardiovascular disease could be used at the organization of dispensary observation of the population;
5) research and development conducted by forensic doctors in some cases have scientific and practical value for other medical Sciences. Thus, the methods of diagnostics of alcohol intoxication, Express methods of diagnosis of poisoning by other substances developed by forensic doctors have found wide dissemination in clinical practice.
Developed the forensic provisions on the mechanism and morphology of fractures used traumatologists for the purposes of diagnosis and treatment.
The results of scientific researches obtained a forensic medical experts in forensic serology, found application in medical genetics, during blood transfusion, transplantation. With the help and participation of forensic experts for the needs of transplants from cadavers can be removed, the skin, bones, cartilage, blood, and other organs and tissues;
6) health education. The specifics of the work of court of the physician determines the subjects of sanitary-educational work on the prevention of road accidents, street, household, industrial injuries, poisoning with poisonous plants, and chemicals that affect the socio-hygienic issues, such as sexual education of teenagers, alcoholism etc.
