Health care in the USSR

The General line in the development of Soviet health care was a preventive direction, which provided socio-economic activities of the state and specific treatment-and-prophylactic activity. Fulfilling its commitments on the protection of the health of the people, the Soviet government was constantly concerned about the improvement of living conditions of the population, improvement of working conditions in manufacturing, developing housing. The country has created conditions for the cultural and sanitary standards of the population, improved medical care, improved the system of social security.
Another important factor contributing to the improvement of the health status of the populationwas carried out in the USSR preventive work on the protection of the external environment - water, soiland air. This work was carried out by all public organizations and health authorities with broad participation of the whole country and is conducted in accordance with the state sanitary legislation and special tasks, standing in one way or another Union Republic.
A very important role in the protection of the external environment belonged sanitary-antiepidemic organization, a wide network of epidemiological stations.
The most important method of prevention was dispensary services to the population (see clinical examination). Implementation of the preventive direction promoted health and hygiene education of the population practiced by medical workers of all institutions in collaboration with NGOs. For the organization and conduct health education in all cities had a special institution - the house of sanitary education (see education). In them, but also at industrial enterprises, institutions, etc., in recent years, on the initiative of the workers themselves were created universities and schools of health, which was read a series of lectures on various issues of hygiene and medicine.
An important role in protecting the people's health, disease prevention, to further improve the quality of medical aid to the population belonged to the medical science. A characteristic feature of development of medical science in the USSR was that along with the implementation of major theoretical research efforts of scientists were directed on the solution of the main tasks of practical health care. At all stages of socialist construction struggle for strengthening health of the people, elimination of many diseases and a decrease in overall morbidity was carried out on the basis of achievements of medical science. The creation of research institutes was held in accordance with the tasks set before the practical health care, but to the whole national economy. Research institutes are engaged in providing assistance to the health authorities by the introduction of scientific achievements into the practice of medical institutions, provide advice, training specialists for practical institutions. Many institutions are closely related to industry, agriculture, bodies of education, public utilities, social security, etc.
In health development, the task of protecting and improving the health of people with active participation of the General population. Participation in activity of bodies and institutions of health of the General public was implemented in our country from the first days of the Soviet power on the initiative of the Century I. Lenin. Forms of participation of the population in health development has varied depending on the tasks facing the state. Especially widespread participation of the population in the activities of the health authorities have received in recent years. The Supreme Soviets of Union republics, and sessions of Soviets of people's deputies on the ground from the number of deputies elected by the permanent Commission on health and social security. These commissions monitored the activity of all institutions of public health, assisted in construction of medical institutions, attracting assets of population to the events on sanitary improvement of the populated places.
